This project requires 8-12 pieces of tissue paper for large flowers. The more paper you use, the bigger the flower will be. If you want smaller flowers, use 4-8 pieces.
How To Make A Tissue Paper Flower: A Dazzling Tutorial
There are different flowers you can make from paper. Flowers made by you include, but are not limited to:
You don’t need to create a background for this project. You can use fabric flowers in a variety of crafts, such as:
Most of these materials can be found at Dollar Tree or any craft store near you.
Start by cutting your sheets of tissue paper to the desired size. The width of the paper should be at least half the length of the spread. Use a few petals – more for a fuller flower (5-10 pieces) or less for a more delicate flower (4-5 pieces).

Accordion Fold the paper in large or small folds until you reach the end of the paper. The larger your pleats, the larger the petals and the less full the flower may appear.
Once you have finished folding the accordion pleat, tie a piece of twine, twine, or twist tie to the center of the flower. Pin it at the back.
Create petals by rounding both ends of the crease with scissors. Or you can cut a triangular point pattern for a pointed flower. Use heavy scissors if you are cutting multiple pieces at once. If you want, you can pre-cut the frayed edges with the paper before your pleats match.
Unfold the pleats and start pulling out each pleat. Next, send the outermost fold to the center and carefully pull out each layer from there. Then pull a fold on one side, then alternately on the other side and continue until the last fold. Keep the end pleats to fit the surface.

Once you are done carefully removing the petals, you can use painter’s tape to tape the paper flower to the wall for display. Optionally add green paper cut in the shape of a leaf. Repeat the above steps for more flowers of different sizes and textures.
If you prefer to have completely rounded flowers, simply use more tissue paper in longer pieces and pull both sides toward the center, turning the center toward the crease that is your center. Or follow the method above and tie the two halves of the paper flower with string or ribbon.

Use 5 to 15 inch tissue paper for the flowers. A small piece of tissue paper makes the flowers smaller.

Place a foam ball in the center of a sheet of paper and twist the ends as shown, like a candy wrapper. Repeat to make a total of five sheets.
Collect five petals with a twisted tail on 6-8 stamens. Secure with 4 inch wire over the collected petals and stamens. Tie the stem to the wire, then wrap it with floral tape.
To make these delicate petal flowers, start with 18 rectangles of tissue paper, measuring 5 inches by 2.5 inches.
Twist a 4-inch piece of yarn through the center of your tissue paper. Place some dust in the center and secure with thread. Tie a flower stem and wrap it with floral tape.

Finally, here’s how to make the peonies (or dahlias, depending on the color of fabric you’re using).
Stack 8 sheets of tissue paper, each measuring 6 inches by 7 inches. Fold the tissue paper accordion style making sure your pleats are about 3/4 inch.
After folding the tissue paper, trim the edges into stitches. (You can also find pre-folded tissue paper at your local craft store. That’s what I used.)
Starting at one end of the yarn, fluff each layer of paper toward the center. Repeat on the other side.
