4 Promotions to the Corps 1. Marine Corps Base, Quantico (MCBQ) Board of Review will not be conducted. 2. The Commander of the Commanding Officer, MCBQ, recommends that the lieutenant be promoted to the company on merit. As of the first day of the financial season (October, January, April, and July), the fleet should not exceed 1% of the total bed strength of the companies.
