For example, if one of your troops is assigned and is not scheduled for an NCOER because he only has one, his work since the last NCOER will not be recorded anywhere. And when he gets to his next duty station, he could be scheduled for NCOER in a few months. If so, he will be at a disadvantage because he doesn’t have a full year to show his performance and his supervisor doesn’t have enough documentation to write a good NCOER. A hard-working soldier may receive a lower rating than he deserves because of this.

The follow-up letter addresses this issue. It gives current supervisors a way to document the Soldier’s accomplishments from the NCOER or previous rating period. The evaluator usually gives the completed continuity certificate to the soldier and the soldier takes it to his next duty station and gives it to his new commander. His new supervisor, if appropriate, will forward the documents contained in the Continuity letter to the Soldier’s next NCOER.
These characters are more or less optional, depending on the unit. In some units they are completely optional and in others, they are required. More often than not, if a new troop arrives at their next duty station with continuity notes in hand, the new supervisor may think this is a high-speed troop or that the previous duty station thinks too much. on them.
