The Defense Base Closure and Realignment Commissions (also known as the BRAC Commissions) were created by Congress to review and analyze recommendations by the Department of Defense to reorganize the base structure of the United States Army in order to ” better and more effectively support our strengths, increasing operational readiness and facilitating new ways of doing business.” This collection includes reports, documents, data, correspondence, and public commentary from the 1995 and 2005 commissions.

The purpose of the Continuity Letter (or Continuity Note) is to provide a way to record a soldier’s performance and achievements when it is not possible to do so in the NCOER. For example, if one of your soldiers is tasked and not required to receive an NCOER because he has an NCOER, what he has done since the last NCOER will not be recorded anywhere. And when he gets to his next gas station, he could be NCOER-eligible in a few months. If so, he’ll be at a disadvantage because he doesn’t have a full year to show his performance and his supervisor doesn’t have enough material to write a good NCOER. A hardworking soldier may therefore receive a lower rank than he deserves.
The continuation letter solves this problem. This gives the current supervisor a way to record the Soldier’s achievements from the last NCOER or rating period. Typically, the rank gives the soldier the complete continuity letter, and the soldier takes it by hand to his next duty station and presents it to his new supervisor. His new supervisor, if deemed appropriate, will add the content of the continuation letter to the soldier’s next NCOER.

These letters are more or less optional depending on the drive. In some units they are completely optional while in others they are a real requirement. More often than not, if a new recruit arrives at his next gas station with a follow-up note in hand, the new supervisor probably thinks he’s a quick recruit or that his previous gas station thought of him so much that they wanted to make sure He’s got off on the right foot at his next base. Therefore, under these conditions, a continuity note can be used to indicate superior performance (since not everyone gets it).
The form used for this purpose is a standard military memorandum. Some units recommend using the DA 638 to record meaningful results instead of writing memos. Check with your unit for their requirements. Note that it is not necessary to address the performance categories listed in the NCOER. And there is no minimum amount of text required or a specific format. All you need to do is list what the rater has done since the last reporting period, whether it’s one line or twenty bulleted comments.
