Payroll deductions consist of money withheld from an employee’s paycheck. These deductions are used for certain purposes, such as paying taxes, contributing to a retirement plan, and paying for benefits such as health insurance. Payroll deductions can also be voluntary or mandatory. Read on to better understand payroll deductions. Or use the links below to jump to a specific payroll deduction or section for more information.
Payroll deductions are wages taken from employees’ paychecks to pay for expenses such as payroll and income taxes, employee benefits, and more. Payroll deductions determine an employee’s gross pay (the amount stated in their contract) and net pay (also known as take-home pay). Employers must pay mandatory deductions, such as federal, state, and local taxes, while employees have the option of voluntary deductions, such as health benefits. In addition, as long as the employee gives written permission, there may be pre-tax and after-tax deductions.
Employers are required by law to pay mandatory deductions by sending them to the tax authorities. Federal taxes, such as FICA tax and federal income tax, are standard payroll taxes that must be written off against an employee’s wages. Many employers choose to engage a payroll service provider to automate deductions and reduce errors. See the ins and outs of each mandatory payroll deduction below.
Federal Insurance Contributions Act taxes (FICA taxes) include Social Security taxes and Medicare taxes. Employee and employer contributions are equal, with 6.2% of gross pay coming from the employee’s paycheck for Social Security and 1.45% going to Medicare. Employers match both contributions for a total of 15.3%. Failure to report these taxes can get a business in trouble with the law. The amount an employee pays in FICA taxes for a pay period depends on their pre-tax deductions, which reduce their taxable income.

FICA taxes are used to provide benefits to retirees, people with disabilities, and children. Employers report these taxes on IRS Form 941, or Form 944 if you’re a small business. These federal taxes are then paid through EFTPS, the tax office of the Department of the Treasury.
All employees must pay federal income taxes to the IRS. The amount an employee owes depends on his gross wages and the number of benefits he claims on his W-4 form. Gross pay is determined by earned income, such as wages, tips, wages, and commissions, as well as unearned income, such as interest and dividends. Employees complete IRS Form W-4 and can use Publication 15-T to view income tax withholding tables and other related federal income tax information. Federal income taxes are used to support public services such as education, social safety net programs, transportation, and the military.
As with federal income taxes, state payroll taxes and local taxes are also used to support state programs. State income tax is determined by each state, so you may need to check with your state government to make sure you follow all the rules. The amount an employee pays in state and local taxes is determined by their gross income and any pre-tax deductions.
Employees who have outstanding debts may have wages deducted from their paychecks. A wage garnishment is sent by a court or government agency such as the IRS and forces employers to withhold money from an employee’s wages. These after-tax wages usually cover unpaid debts such as taxes, alimony, child support, and defaulted loans. A wage garnishment letter tells you how much of an employee’s wages must be withheld and where the money must go.

Employers must comply with Title III of the Consumer Credit Protection Act, which determines how much of an employee’s wages can be withdrawn each week. This law also prevents employers from firing employees who must cancel wages to pay off debt.
Unlike mandatory deductions, voluntary payroll deductions are not mandated by law. With the consent of the employee, certain deductions may be made from his salary. An employee must sign up if they want to participate in certain benefits. Below are the most common voluntary payroll deductions that employees can agree to.
Another employee benefit companies may offer are employer-sponsored retirement plans, such as a 401(k) retirement account, which allow employees to save for retirement. Employees can also have a portion of their wages contributed to an IRA. There are a number of retirement plan options an employer can offer, and the type of retirement plan determines whether it is pre-tax or post-tax. For example, money invested in a traditional 401(k) can be pre-tax, while money contributed to a Roth IRA must be after-tax.
Union members usually pay regular dues to the union they belong to. These rights are post-tax, meaning they do not provide any tax relief. Union dues can go toward an employee’s membership along with other taxable benefits offered by the union, all of which are tax-deductible.

Other work expenses that an employee can deduct include meals, travel, uniforms, home office equipment, parking, transportation, and medical exams. These functional costs are also deducted after tax. Depending on the state you work in, some work expenses may not be deductible
Pre-tax deductions are made from the employee’s gross pay before taxes are withheld. Pre-tax deductions reduce an employee’s taxable income, which is the amount they owe to the government. Common pre-tax deductions include health insurance and retirement plans.
On the other hand, after-tax deductions are still deducted from the employee’s net pay
