Chattanooga Police Department Accident Reports – ATLANTA – A 10-line report written on notebook paper by an elementary school student in Chattanooga, Tenn., arrived Nov. 16.

“The bus driver was speeding,” the Woodmore Elementary student wrote. The child went on to say that the driver of bus number 366 drove the vehicle in such a way that he felt “that the bus was going to overturn.” And when the student was standing in the aisle, Child wrote, the driver “stops the bus and hits people on the head.”

Five days later, the bus driver taking 37 children home from Woodmore, Johnthony K. Walker, veered off his route and crashed, killing six children in one of the nation’s deadliest school bus crashes in recent years.

The crash, for which Mr. Walker has been charged with manslaughter, is being investigated by the National Transportation Safety Board and Chattanooga police. Records released Friday night by the Hamilton County Department of Education show Mr. Walker’s behavior continued to be a problem this semester.

In a statement, the school district acknowledged that its records include “numerous emails of complaints and concerns.” Mr. Walker, 24, is not an employee of the district and instead works for Durham School Services, an Illinois-based contractor that says it transports more than a million school children each day.

Complaints about Mr Walker came from – and through – Woodmore. In September, Jasmine Mateen, a parent, wrote to a teacher that the bus driver cursed at the students and hit the brakes, causing them to “bump their heads and fall” from their seats.

“He kept doing something on purpose to the kids on the bus,” Ms. Mateen said in an interview Tuesday. Ms. Mateen’s other two children were injured.

More than a month after Ms. Mateen’s letter, one of Woodmore’s behavior specialists conducted an investigation after Mr. Walker complained about student disrespect. According to the released records, the expert, Carlisle Shackford, said Mr. Walker “stated that he did not care about the students and continued to tell the students that he did not care about them.” Shortly thereafter, the administrator spoke with Mr. Walker.

Around the time school officials wrote emails expressing concern about how often Mr. Walker was making referrals for behavior problems on his bus, they also documented concerns about his driving.

“On Tuesday, 11/8, in my opinion, the driver was speeding as he exited our school,” Woodmore Principal Brenda Adamson-Cothran wrote in a Nov. 11 email. Not as bad as yesterday, but still not optimal.

Records show that on Nov. 16, the principal warned in an email that six students reported that Mr. Walker was “trying to demoralize them today and intentionally trying to demoralize them.”

A Chattanooga police officer said in an arrest affidavit issued Tuesday that Mr. Walker was driving “at a high rate of speed, well over the posted speed limit of 30 mph.” on Monday afternoon. Police said Wednesday that Mr. Walker, who was involved in a minor bus crash in September, was not under the influence of alcohol or drugs at the time of Monday’s crash.

Durham did not respond to questions about its hiring practices or how long Mr. Walker was in part-time work. On Wednesday, the company’s chief executive, David A. Duke, apologized for the accident and said Durham would “cooperate fully” with investigators.

The school district said Friday it had “no record of any accidents or disciplinary records involving Durham employees.” Molly Hart, a spokeswoman for Durham, said the company had no comment on the documents released by the school district.
